    What is Government e-Marketplace (GeM)?

Government e-Marketplace (GeM) is India's national public-procurement platform, launched in August 2016 by the Ministry of Commerce & Industry (DGS&D). It replaced the legacy DGS&D rate-contract system and is now the mandatory channel for all Central Government ministries, departments, attached/subordinate offices, Central PSUs, autonomous bodies and most State Governments to buy goods and services.

GeM is operated by GeM SPV (a Section 8 company under the Government of India). The portal is hosted at gem.gov.in and is free to use for both buyers and sellers — there is no registration fee, no listing fee and no commission below specified slabs.

Top 7 reasons new GeM sellers fail

    • Wrong category mapping — listing under a generic category instead of OEM-restricted code
    • Skipping OEM panel — resellers must have OEM authorisation letter on every SKU
    • Catalog without BIS/ISO/test reports — fails technical evaluation on bids
    • Quoting below cost to win L1 — gets disqualified for abnormal pricing or loses money on delivery
    • Missing service-level commitments — late delivery triggers penalty + seller-rating drop
    • No bid-watch system — competitive tenders are missed because seller never logs in
    • Ignoring seller-rating maintenance — drops below 3.0 and listings get deboosted

DIY GeM registration or hire a consultant?

Basic GeM signup is free and can be completed in 2-3 hours if you have all documents ready. The real complexity starts AFTER registration — category mapping, OEM panel inclusion, BIS/ISO uploads, brand approval, bid response writing, and seller-rating management.

SW Cybernetics has onboarded 500+ GeM sellers across electronics, IT, pharma, MSME manufacturing, services and FMCG. A typical end-to-end GeM activation (registration → catalog live → first bid quoted) takes 21-30 days with a consultant vs 60-120 days DIY, and we see 3-5x faster first-tender wins.
